Since World War Two, with the rapid development of worldwide tourism activities, the utilization of tourism resources become more and more greatly, and the tourism industry scale upgrades, numerous communities can not avoid of being drawn into global tourism market, which puts forward a series of hot topics for tourism community management, such as follows: How to face influences brought by community tourism development, how to resolve economic, society and environment problem, what is the core of tourism community management, what is the role of community residents, how to resolve conflicts between different interest groups, and how to build a valid management mechanism to realize interest equilibrium. That's all this paper tries to illustrate.Base on theories of stakeholders, community participation, and community co-management, etc., this paper attaches the importance on applying partnership theories to study the basic problems of tourism community management. The full text is totally divided into four parts:The first part is an introduction, to explain why to choose this theme, and the basic thoughts, study method and meaning...etc.The second part is comments on related theories. First, the author illustrates the concept of tourism community. Then, she analyzes the impacts on community co-structure, the conflicts and its deep reasons. At last, according to the management theories and practical researches, she finally comes to the conclusions that interest conflicts and equilibrium is the core problem to tourism community management.The third part is research on partnership-based tourism community management. Based on partnership theory, the author discusses the ways on how to resolve interest conflicts and reach interest equilibrium. The advancing of a "co-governance" model for tourism community is a useful attempt.The fourth part is conclusion, limitations and future directions to this research.
