Performance Evaluation of enterprise development play an important role in guiding. State-owned enterprises are not only with general business economic characteristics, but also the political nature of state-funded enterprises, with varying degrees of commitment to the provision of public goods and social services, special functions. Therefore, its leaders must be considered in performance appraisals economic, political and even social, and many other factors, need to focus on economic assessment, based on state-owned enterprises to shoulder for the special function of the corresponding evaluation index system design. This according to state-owned enterprises in the special status and function, combined with the scientific development concept, proposed economic performance, political performance, social performance and eco-performance four-dimensional one of the leading personnel of state comprehensive performance assessment system. The system according to the corporate division of functions in different, were set four-dimensional index weights to calculate integrated performance evaluation scores, and accordingly evaluate the business leaders of performance levels, for the selection, appointment, determine the salary to provide evidence.
