As a main part of the development of national economy in China, the state-owned enterprise actively cooperates with the national macro-control and maintains the socio-economic stability and harmony. It’s an important issue to keep and increase the value of state-owned assets, because it plays a significant role in maintaining the stability of public owned economy and keeping the development of national economy. It’s an important theoretical and practical problem to evaluate the performance of state-owned enterprises, as it can enhance the production efficiency of the firm, improve the operation ability of state-owned capital and ensure the accumulation of the value of state-owned assets. With the development of the society and the economy, researching on the method of evaluating the performance of state-owned enterprises has experienced four periods, and ultimately forms of the present stage which features The Interim Management for Comprehensive Performance Evaluation of Central State-owned Enterprises2006and The Implementation Rules for Comprehensive Performance Evaluation of Central State-owned Enterprises2006.With the development of the capital market, the innovation of financial tools and its derivatives prospers. And the operation of state-owned enterprises also presents some new features, as there’s much more diversity in the business transactions and the investments. In2009, Interpretation of Accounting Standards for business enterprises, No.3required to adjust the format of the income statement, and introduced the concept of comprehensive income. The view of comprehensive income recognizes all the gains and losses as the enterprise’s income based on the changes of the net assets in the balance statement, which expands the concept of profit from "have realized" to "can be realized" and makes a great contribution to the development of accounting system under the new environment. The introduction of comprehensive income expands the scope of accounting confirmation of the enterprise’s income, changes the calculation basis of some financial ratios and makes some ratios useless, which makes it a problem to discuss the new method to give a reasonable evaluation to the performance of the state-owned enterprises under the concept of comprehensive income.Based on the comprehensive reference of existing research at home and abroad, this article summarizes the basic theory of performance evaluation of enterprises, analyzes the implementation of the present performance evaluation system for central enterprises, and indicates that there’re still many problems existing in the present evaluation system in the index selection, index calculation and weight distribution. Considering from the view of comprehensive income and using the comparative analysis and normative analysis, this article puts forward some suggestions on the improvement of performance evaluation system, such as introducing the comprehensive income into index calculation, adjusting the measurement and calculation method of some index, increasing the investment assets ratio and adjusting the weight distribution of evaluation index. The purpose of this article is to make some reasonable improvement by introducing the concept of comprehensive income into the enterprise performance evaluation system, and make it more comprehensive, objective and fair to evaluate the central enterprise performance, promoting the upgrading of the operation efficiency of state-owned enterprises, and guiding the state-owned enterprises to play a proactive leading role in the important industries and key areas.
