During the Clinton administration is an important period of U.S. economic development. In these eight years, America achieved a critical economic recovery. Economy growth was stable, jobs increased, and the fiscal deficit gradually shifted to a surplus. At the same time, government achieved "the greatest trade expansion" in history by issuing a series of trade policy, increasing the amount of trade, expanding trade investment. All of these achievements above-mentioned were closely related to the fair trade policy the Clinton administration implemented. This paper selects the fair trade policy during Clinton administration as research object on the following considerations: Firstly, the rapid international trade development promoted economic growth during the Clinton administration. This period had a greater international influence. Secondly, America formed a relatively perfect, transparent legal system of international trade during this period, and its experience is worth our learning. Third, researching the trade law system and policy in this period can help us to reduce trade friction, avoid protectionism sanctions like Non-trade barriers in Sino-US trade.Taking everything into consideration, this article gave a systematic search on the background and theoretical origin of the fair trade policies during the Clinton administration, and further analysis of its protectionist nature. Chapter III detailed the reasons for fair trade policies appear from the perspective of economic, political and values. Chapter IV specifically explained the frame system and legal basis of fair trade policies, dialysis the application of fair trade policies in trade practice, and summed up the achievement fair trade policies implemented. Chapter V summarized the inspiration of China trade laws reform from fair trade policies. Chapter VI is the conclusion of the article.The paper, on the one hand, recognized that fair trade policies played a role in promoting free trade and partly reflected the principle of fairness WTO required, on the other hand, noticed fair trade policies was promoted with trade protectionist or unilateralism during the Clinton administration. Therefore, China should derive the experience from fair trade policies implementation process, and then improve China's foreign trade system on national conditions.
