The number of waste electrical and electronic products increased year by year in China along with the improvement of people's overall living standard, but the majority can not have the efficient recycling and safe disposal. Waste electrical and electronic products where not only contain large quantities of harmful substances, but also rich in resources, they are not easy to integrate into the nature, will cause environmental pollution and waste of resources, harms humanity's health. Therefore recycling and disposal of waste electrical and electronic products has become a national academic research focus.Embarking from China's national conditions, this paper study China's waste electrical and electronic product recovery processing from the angle of systems dynamics. The main research content and innovative point of research are as follows:First, introduced the recovery of waste electrical and electronic product recycling of the status quo in abroad, the status quo and the legislative practice from the recovery of both the United States, European Union, Japan, South Korea's recycling of the four countries are analyzed obtained similarities, that have their own proper waste recycling system and specific laws and regulations.Secondly, researched the recovery of waste electrical and electronic product recycling of the status quo and the existence question, and investigated the recovery of waste electrical and electronic product recycling of the status quo in our country enterprise. And the waste electrical and electronic products recycling legislation has been introduced, to China, the European Union and South Korea from the implementation of the legislative purpose, and core content of the product involved in three areas were compared.Again, from the perspective of system dynamics, with the aid of the Vensim DSS software, take the television as the example, has established the system dynamics model of driving regular producer participation environmental protection recycling, and carries on the simulation take the Qingdao area as the example, the result showed that the government enlarges to the regular producer's environmental protection propaganda expense investment, in present's several years to drove that the regular producer participation environmental protection recycling has the tangible effect; If the government enlarges to the regular producer recycling the fine which abandons the television to levy has not been possible to drive the regular producer participation environmental protection recycling effectively. Finally, built a system dynamics model for stimulating recycling guerrilla forces and carried on the simulation take Qingdao as the example, the result shows that there two ways to drive guerrilla forces to dispose waste electrical and electronic equipments safely, one is the government enlarged to illegal opens the solution collection the environmental protection expense; And the other is raises to recycles the guerrilla force to recycle abandons television's recycling price.
