Since the recycling and disposal fund of waste electrical and electronic products has been applied in China, through the investigation and analysis of waste electrical and electronic products recycling industry development, we find that: funds gradually realized the marketization and industrialization of recycling and disposal of waste electrical and electronic products. However, the soaring recycling prices, abnormal dismantling and single recycling products, processing enterprises loss and so on hindered the waste electrical and electronic products recycling industry development again. Industry to develop, we must explore operating mechanism of waste electrical and electronic products recycling system which is suitable for China’s national conditions.This article qualitative analyzes and compares the waste electrical and electronic products recycling system of foreign developed countries, systematically summarizes the general situation of waste electrical and electronic products industry development in our country and related laws and regulations for management system, which provides experience and theoretical basis for our country to establish the system of waste electrical and electronic products recycling. Operating mechanism of waste electrical and electronic products recycling system in our country are studied by using system dynamics, the casual looped diagrams and stock-flow diagrams of system of recycling and disposal of waste electrical and electronic products in China are developed. The equations for stock-flow diagram are based on discarded air conditioning system of Qing dao. Through simulation, it analyzes the impact of waste electrical and electronic products recycling fund subsidy standard and formal recycling companies building large sorting center investment cost on recovering waste electrical and electronic products. The conclusion and policy suggestion are given as follows: current waste electrical and electronic products recycling funds subsidies on room air conditioner standard is not enough to improve the formal recycling companies in the recycling of competitive advantage on the price, so we must improve the subsidy standards for room air conditioner, the simulation result is about 100 yuan/units; the informal recycling guerrillas have the advantage of flexible recycling channels, good mass base and low cost of recovery, formal recycling companies can through investing to establish a large sorting center to integrate the informal recycling guerrillas, by offering informal recycling guerrillas source information resources to make informal recycling guerrillas an important recycling channel of formal recycling companies.
