Since the reform and opening up, human resources management of our enterprises has being rapidly promoted and developed. Competency management, as an important part of human resources management, is of great significant to enterprise management practice. Therefore, enterprises attach great importance to the research of competency.The building of enterprises'competency model will be studied in this paper, as well as the evaluation and application of this model will be expounded. QC communication serves as the research object in the thesis. We have discussed the theory, methods and operation process of building Competency Model, analyzed the assessment and optimization of the model and illustrated the practical application of the model.The author has carried out the survey and research personally in the company for six months and has achieved valuable research results about Competency Model of management. According to the actual situation of QC communication, we first conducted status analysis and present situation analysis. Later on, we studied and analyzed the company's internal data, carried out questionnaire survey, and organized many interviews. In the end, we obtained a large number of first-hand information, which is accurate and reliable. various methods, including 3P discussions, BEI interviews and work flow analysis, are used comprehensively. Finally, we analyzed the evaluation and application of the Competency Model and designed the management star certification of Market Front Line Staff which based on the model.The paper has drawn and absorbed new theories both at home and abroad. We observe a rigorous and scientific attitude, adopt appropriate and reasonable research methods, so that we can inspect company profoundly, concentrate on business practices and mainly focus on the building of Competency Model from the perspective of micro-level. The research results achieved in this study are feasible and effective, which enjoy a certain practical and guiding significance to improve the human resource management of Chinese SMEs.
