Today, almost all entrepreneurs have such a consensus that, the company's most important asset is Human Resources. Therefore, the research which explore the excavating, training, retaining and encouraging of the staff has become the core content studied by the human resources managers in an enterprise. This essay is just the human resources management study with the staff's career competency management system as the core from the aspect of enterprises.HFT Company is object of study in this essay, also combine analysis for theories related to competence and historic issues that have existed in this company, the paper clarify the importance of constructing the staff's career competency management system, the process and results. At the same time, the paper clarify the human resources management appliances based on the staff's career competency management system. Thinking and clearing the direction of improvement in the future.Firstly, this essay describes the basic situation of the HFT Company to show to reader HFT is a developing high-tech communications company. To present management initiatives and managing change of HFT in past ten years lead to the Situation of human resource management and problems in HFT Company. Secondly, it describes the Construction of Occupational Competence and the theoretical background related to this article. Then it emphasizes that how HFT structure Occupational Competence System, clear to process, methods, steps and achievements. At last,it describes the evaluation, appliances of this system and how to apply on human resource management of HFT and thinks the future direction and focus for improvement.
