Organization structure is a kind of relations situations constructed by all elements of the organization, that is, a scientific and rational organization structure directly determines whether the organization can run efficiently or not. As the main body of current national economy, state-owned enterprises whose reform and development, especially the research of organizational structure reform have become a focus with China accessing to the WTO. Many enterprises attempt to improve each own management state on organizational structure reform. Nevertheless, reform is accompanying with risks. There are many cases about organizational structure reform leads to economic decline or business failure in both domestic and abroad.Taking the evolution of organizational structure of Dongfang Turbine Company as example, the organizational structure reform for state-owned enterprises is studied in this paper. First, the new situation that the state-owned enterprises are facing is analyzed. Then, the two structural reforms and the present organizational structure of Dongfang Turbine Company are introduced, and the internal and external motivations for its two important organizational changes are analyzed. Based on these works, the theoretical basis of organizational structure reform is elaborated. Through researching the background of organizational structure reform of state-owned enterprises, as well as the advantages and disadvantages of various organizational structures used by domestic and foreign enterprises, the interaction situation between organizational structure changes and enterprises development needs is studied. The impacts caused by structure reform on process management, staff management, cost management .etc are emphatically analyzed. Finally, according to domestic and international industry trends, current organizational structure, enterprises'objective condition and strategic development goal, a design scheme for organizational structure is put forward, which can not only promote the enterprise's rapid development and strategic implementation, but also ensure enterprise's stability and harmony.
