Problems And Countermeasures Of Township Government In The Supply Of Public Goods In Rural Areas

Since the reform and opening up, China's agricultural economy has experienced a sustained development,and the supply shortages of rural public goods, to some degree, also has been eased. But overall, the supply of public goods in rural areas is still quite serious, which can not meet the farmer's demand and the actual needs of rural development. Therefore, it has become the constraint to the development of agriculture, rural areas and farmers. Due to the combined effect of objective and subjective reasons, historical and practical causes, the township government, playing the core supplier of rural public product, has not performed its function in place. Under the situation of high responsibility in limited power, weak financial base and poor work capacity of rural cadres, the issue how to improve the status quo of rural public goods supply in order to provide the public with fairer, efficient, and effective public goods, has become a major challenge to township government.From the small perspective of township government, this paper analyzed the difficulty of rural public goods supply, and found that weak rural finance was the major factor leading to this reason. There is a saying"make bricks without straw". In order to solve the problem, the paper raised some correspond proposals for township government. First of all, reform the township government agency and solve the staffing issues according to the principle of"to set post in line with need, to recruit staff in line with job". Second, the township government should solve the financial difficulty by increasing revenue and reducing expenditure, such as enhancing its financial strength, expanding financing channels by cooperation with rural financial institutions. Third, the township government should strive to cultivate a wide range of supply subject, and let the market, the third sector, individual farmers are actively involved in the supply of products to the rural public. Finally, the township government is supposed to establish an effective operating mechanism.
