The township government has been involved in financial problem since the reducing and exempting of agricultural tax. In 2009,during my work as a socialist new countryside instructor , I got some first information on public products supplement to write this paper. This paper concentrates on the following three issues: present situation and problems of public supplements(shortage of the total supply, structure unbalance, financial problem, singleness level, limited channels ) in the countryside; available countermeasures in the future; and the obstacles in the supplement work of the local government. To fully explain the issues, it's method include the documents study , in-depth interviews and observation. The fundamental contents covers: what is public product in the countryside ? what is the function of the township government in public products supply? What's the internal structure and external environment in the public products supply?Besides, from the perspective of structural functionalism, the article analysis the public supplement subject and function comparatively. About the effective supplement of public products in the countryside, the article provides some proposals. Firstly, every department of the government should work together and closely connected to play their roles . secondly, measures should be taken to coordinate the government internal and external situation. Third, the function of the providers, instructors, coordinators, administrators and inspectors should intensively developed in the process. Only in this way can we form a sustainable and diversified public supplement system for the peasants.
