Malacca Strait, as a communicating choke in the world's marine transport routes, occupied a prominent strategic position in the global geo-politics and the development of world economy. However, Malacca Strait is facing all kinds of social crimes and the threat of natural disasters, leading to a serious shortage of supply of public goods. What's worse, the powers are pursuing their own strategic interests, which make the relevant international peacekeeping mechanism in an empty status. Therefore, how to maintain the safety and smooth flow of Malacca waterway, how to solve the variety of traditional and non-traditional threats and the strategic dilemma between the major powers? This thesis attempts to explore the issue.The thesis suggests that we should build an international navigational regime of Malacca waterway through a cooperative way to maintain the growing regional and global interests, to solve the common threats of security and the strategic dilemma between powers. The thesis focuses on the fundamental theory of international relations, practical conditions and relevant actors'intention, and structured around the questions"what are the realistic conditions of the regime? What are the advantages and disadvantages for building the regime? And how about the relevant actors'intentions?". In particular, the first chapter discussed the geo-strategic value of Malacca waterway in international politics and its significance in the development of world economy. The second chapter analyzed the littoral states and major user-powers'navigational intentions, then discussed the channel's security situation and put forward the problem that the thesis is trying to resolve. The third chapter points out the theoretical basis and practical experience of the navigational regime through the combination of theory and practical methods. The fourth chapter discussed the pros and cons of building the international navigational regime. The fifth chapter analyzes the significance of Malacca waterway in China's peaceful development strategy. Based on the analysis above, the chapter also foresees the tendency of building international navigational regime of Malacca waterway.
