New Sichuan Unicom Network Maintenance And Management Process Reengineering

The China United Network Communications Group Co. Ltd ("China Unicom") comprises two former key players in the state-owned telecommunication market, which are China Network Communication Corporation and former China Unicom. China Unicom mainly operates fixed and mobile communications service, domestic and international communications facilities, satellite IPLC service, data communications service, network access service, value-added telecom services and system integration service related to information and communications services.The merger of this new corporation inevitably brings technical issues during the re-structure process, for instance, imperfection of business integrating, overlapping department structures and process disorder, this issue practically reflects in the Network Maintenance Department of Si Chuan branch. The old operational manual is no longer suitable for this new corporation, as the development of upcoming 3G network, the requirements for maintain quality network service is unprecedented high. The company has to adapt new market situation combine with update its strategic development, hence to maintain its competitive advantage in the intense competitions. This article introduces one of the most important steps in reform of the Network Maintenance Department, which is Business Process Reengineering. This article also provides feasible analysis of this practice.Business Process Reengineering (BPR) is one of the hottest topics in the telecommunication industry. The research in this article is drawing on previous studies, as well as combines the integration of two telecommunication giants as background. In the context of convergence two large telecom network maintenance systems, this article analysis the challenges the company will face, and the necessity of adjust the organizational management structure. On the basis of the old Sichuan Unicom network maintenance model, the research shows that this model has exposed the characteristics of its non-adaptability in the new environment. As the developing of new telecommunication era, the purpose of this article is to develop a new set of practical procedures. The new network maintenance procedure must have a proper plan of network maintenance mode, hence to maximize effectiveness and efficiency. The theory of BPR is the main guiding ideology used in this article, and conducts a study on Sichuan Unicom network maintenance management system reengineering. This article cites two important processes: failure management, segmentation and upgrade management of network maintenance management system. Through the reengineering, integration and adjustment of the existing human and network technology resources, changing the idea of network maintenance and improve the efficiency, the new Si Chuan China Unicom could maintain its competitive capacity in the competition, and one step forward to provide high-quality network service in the Si Chuan market.This research has been gradually applied to Sichuan Unicom key networks and local core network operation and maintenance, the initial assessment shows this study has practicality, feasibility, and effectiveness, the contents of this article will be continue develop and explore among Chinese enterprises. This article also provides significant reference for those who work in the same area.
