Beijing State-owned Assets Management Model

Since the state-owned asset management of that "State ownership, Classification represents" is established in the 16th National Congress of Communist Party of China,our local government combined with practical conditions had carried out a valuable exploration of reform.As capital of China,Beijing is the country's political,economic and cultural center. Beijing's state-owned economy plays a very important part in the national economy. Therefore,how to manage Beijing's state-owned assets, increasing the value of the national economy in order to better respond to the current financial crisis. And according with the requirements of the "Humanities Beijing,Science and Technology Beijing, Green Beijing",giving full regional advantages, speeding up the readjustment of China state-owned enterprises,enhancing the vitality of state-owned economy is particularly important.This paper bases on the theories of economics and management science,by analyzing and discussing the related theoretical,hoping to solving the following questions:First of all,the paper reviewed and contrasted the state-owned assets management system,then pointed out that our local state-owned assets management reform is essential.Second,referencing the state-owned asset management model of ideas and experiences,choosing a majority of state-owned asset management models which is suitable for many cities through a comparative analysis:namely that the local government agency as state-owned assets by the state-owned asset management institutions authorized to operate on state-owned holding enterprises established system of state assets and property representation.Again,analyzing the state-owned assets management of Beijing's status, pointing out the existing problems and putting forward some suggestions,such as: speeding up the readjustment state-owned economy; specificing reforms to accelerate the diversification of property rights;upholding and perfecting the assignment supervisor system,especially for the city's SASAC,the state-owned holding companies and state-owned enterprises made specific operational at three levels of policy reform measures.Finally, I hope that through this exploration,it can give a certain reference to the local state-owned asset management in China,especially in the operating state-owned asset management.
