The first thing of participate the international oil cooperation is facing the Complex environment of international oil cooperation,only understand the environment fully, can we find the best partners and cooperation way, this is the background that the context researches environment of China's foreign oil cooperation.Firstly,this paper analyzes the environment's present situation of China's foreign oil cooperation, to identify the current environmental impact of China's oil cooperation factors and the advantages and. disadvantages, on this bases, establishes the comprehensive evaluation index system of petroleum cooperation environment, then determines the index weights through the Delphi method and AHP, and then assess oil cooperative environment comprehensively through the gray evaluation method,the method can solve the difficulties that environment's evaluation involves many factors, qualitative indicators are excessive,the date are not readily available. Finally, this paper proposes some relative measures to improve the environment of oil cooperation from two angles of the government and enterprises, to provide a basis for carrying out oil cooperation in the new period.Through research, the paper concluded that:①the overall environment situation of China's foreign oil cooperation is good in the new period.②In the petroleum cooperation environment evaluation index system,the influence size of criteria level on the target layer is in the order of: The political environment is the first, and the second is the market environment, the third is the economic environment, the fourth is the social environment, the smallest is the other environmental factors, while the indicator layer on the target layer in size are also sorted.
