On January 1,2010, China-ASEAN (Association of South-east Asian Nations) Free Trade Area was formally built up. This area, which contains China and 10 ASEAN countries, with almost $6 trillion GDP and $4.5 trillion trade volume, has entered the age of zero tariff. The development of China-ASEAN Free Trade Area also provides valuable opportunities to international science and technology cooperation.In China, the number of small and middle sized enterprises (SEMs) is huge, but the innovation ability of SEMs is weak. SEMs'lack of innovation ability significantly blocks China's way to be an innovation-oriented country. Not only does China-ASEAN Free Trade Area offer new market to China's SEMs, but also it makes it possible that SEMs develop their innovation ability by joining international S&T cooperation and getting the advanced technology. This article is about to discuss the role China-ASEAN international S&T cooperation plays in the development of SEM's innovation ability.At first, this paper discusses current researches on China-ASEAN international S&T cooperation and SEM's innovation ability, based on a large number of references. Then this paper discusses SEMs'S&T cooperation in developed countries and the related experience which may help China-ASEAN S&T cooperation. The experience in developed countries shows that the China-ASEAN S&T cooperation's potential in developing SEM's innovation ability.In the 4th chapter, the paper analyses several ways how S&T cooperation raises SEMs' innovation ability in five aspects, including the share of technology and R&D people and so on. In the 5th chapter, this paper analyses the current condition of China-ASEAN international S&T cooperation, discusses the real effects S&T cooperation has took to SEMs in three aspects. Certainly, being developing countries, the imbalance between China and ASEANs in the fields of economy, society and S&T leads to a large number of challenges in their S&T cooperation.At last, the paper offers many suggestions about China-ASEAN S&T cooperation raising the innovation ability of Chinese SEMs.
