This paper takes the new orientation of “Building a Radiation Center for South Asia and Southeast Asia” in Yunnan Province and Yunnan Province’s proposed in the “Thirteenth Five-Year Plan” to focus on creating a South-East Asian Southeast Asia science and technology innovation center for the research background,to evaluate the scientific and technological innovation capabilities of South Asian and Southeast Asian countries.First of all,this paper reviews the progress of related theoretical research at home and abroad,determines the basic concepts of regional scientific and technological innovation capabilities and analyzes the influence factors of scientific and technological innovation capabilities as the basis and logical starting point for this study.Secondly,the author collected information and data of scientific and technological innovations in South Asian and Southeast Asian countries through the opportunity to go to Yunnan Provincial Department of Commerce in the business representative office of South Asian and Southeast Asian countries.With the help of postgraduate students from the faculty to Southeast Asia and Southeast Asia,we conducted field surveys to obtain primary information on the development of local science and technology,and then analyzed the survey data by SPSS and EVIEWS to study the state of science and technology development in Southeast Asia and Southeast Asia.Thirdly,on the basis of reading and researching a large amount of literature,this paper has established an evaluation index system for the characteristics of scientific and technological innovation in South Asian and Southeast Asian countries,which contains five first-level indicators,fifteen second-level indicators and thirty-two third-level indicators.In the processing of indicator data,this paper comprehensively analyzes the valuation methods of various indicators’ weights,and finally selects the entropy-weighted method to weight the indicators so as to ensure the objective scientificity of the indicator data.In terms of the selection of evaluation methods,this paper comprehensively compares various types of multi-index evaluation methods,and in conjunction with the needs of this article,finally selects the gray system assessment method as the evaluation method to ensure the scientific validity of the evaluation results.In terms of model construction,this paper builds a TOPSIS model based on the entropy weight method,and analyzes the strength of scientific and technological innovation capabilities of South Asian and Southeast Asian countries by calculating relative fit.Fourthly,based on the results of model calculations,this paper scientifically evaluates the scientific and technological innovation capabilities of South Asian and Southeast Asian countries,and conducts detailed analysis of the evaluation results.Fifthly,basing on the actual situation of the scientific and technological innovation and development of South Asian and Southeast Asian countries and the experience of domestic and foreign scientific and technological innovation and development,it provides policy recommendations for the improvement of scientific and technological innovation capabilities of South Asian and Southeast Asian countries.In general,the research in this paper has important theoretical value for further deepening and perfecting regional science and technology innovation theory and enriching and developing innovation management theory.The evaluation index system and evaluation model established in this paper fills the gap in the cross-border regional scientific and technological innovation capability evaluation model research.It has certain reference significance for the application of the science and technology innovation theory in the South Asia-Southeast Asia region and the evaluation of scientific and technological innovation capabilities in other cross-border regions.The research in this paper provides strong data support for the construction of a science and technology innovation center in South Asia and Southeast Asia.The policy recommendations provided in this paper will help the South Asian and Southeast Asian countries to carry out far-sighted strategic deployment and arrangements in order to seek new ways of technological innovation and development.
