Since the industrial revolution of 18th century, mankind has entered the period of industrial civilization. While the production have been expanding and creating enormous social wealth, the unregulated development and utilization of natural resources led to ecological deterioration and environmental pollution. Facing rapid economic development and the contradictions of survival, mankind must make a conscious decision to seek an optimal model of economic development.Many provinces in western China are less developed regions, where the ecological environment is very poor and lots of minorities inhabit. The social and economic development of the less developed regions is extremely backward due to the pour natural conditions and traffic occlusion. Since the opening-up reform, China's economic development in less developed areas has made some achievements, but we can't ignore that there still exists some serious problems. If we do not pay attention to protecting the environment, only emphasize economic efficiency, develop economic by destructing grasslands, that can only result in water shortages, soil erosion, disaster frequency increases, pollution increases, which will lead to the less developed areas to further deterioration of ecological environment and hinder the economic, social and ecological sustained and coordinated development.
