Evaluation Of Circular Economy In Industrial Parks In Less Developed Areas

The development of circular economy is an inevitable means for China's economic development to enter the industrial transformation and upgrading under the new normal,and promoting the construction of circular economy industrial park is a realistic platform and effective way to promote its development.Although more and more regions are vigorously developing eco-industrial parks,the development of industrial parks in underdeveloped areas has the disadvantages of backward technology,insufficient funds,and lack of talents compared to eastern coastal areas.This has led to the establishment of eco-industrial park models in underdeveloped areas.It is particularly important to evaluate the circular economy development level of the existing industrial parks and give constructive suggestions to the circular economy of the parks for reconstruction.In this study,from the two dimensions of industrial association and ecological efficiency,the establishment of industrial association models,ecological efficiency indicators,applied mathematics and statistics and other research methods to comprehensively evaluate the development effect of circular economy in industrial parks in China's underdeveloped areas,and apply the evaluation system to Xi'an Based on the evaluation results,the two industrial parks in Jinghe and Shanghang in Fujian give countermeasures and suggestions for the development of the circular economy in Jinghe Industrial Park,and also provide some reference for the construction of circular economy in industrial parks in other underdeveloped areas.The main research results are:(1)On the basis of a comparative summary of circular economy evaluation methods,considering the practical characteristics of insufficient park data and limited access to parks in less developed areas,two more reasonable evaluation methods were selected for comprehensive evaluation of the circular economy of the park.The eco-efficiency assessment is composed of two input element categories: input(resource input index)and output(pollution emission index),including construction land output rate,energy consumption output rate,water output rate,raw material consumption The total output rate is 4 resource efficiency indicators and the waste gas emission output rate,waste water emission output rate,and solid waste emission output rate are 3 environmental efficiency indicators.There are 7 specific indicators;The three indicators of industrial relevance and total relevance are used to evaluate the development effect of circular economy.On the other hand,the status of the industrial chain within the park is more intuitively and clearly understood through the industrial relevance map.(2)The national eco-efficiency factors in 2017 and the average value of national industrial park relevance are used as the evaluation criteria for the eco-efficiency and industrial relevance of the park.The development status of the park is evaluated,and the relatively developed area of Shanghang Industrial Park in Fujian is selected as a reference The development status and existing problems of the park are evaluated.(3)Use the evaluation system constructed by this research institute to construct an evaluation system from the dual angles of ecological efficiency and industrial relevance to carry out applied research on the underdeveloped Xi'an Jinghe Industrial Park and the economically developed Shanghang Industrial Park.Studies have shown that the level of circular economy development in Xi'an Jinghe Industrial Park is lower than the overall domestic level,the overall level of circular economy development in the park is not high,and there is a lot of room for improvement.Utilization,including the control of environmental pollution,is not ideal.On the other hand,the low utilization rate of by-products and waste products among enterprises makes the cost of pollution reduction rise,and some indicators of environmental pollution control are poor.In the future,how to use the regional advantages of the park and combine with the industrial structure to improve the circular economy level of the park in a targeted manner will be the first problem to be solved.
