The Plight Of The Ethics Of Administrative Organization And Standardized Way

Administrative organization ethics is the key elements of the state administrative to realizing the public interests. Establishing the ethics construction system for administrative organizational is maintaining and realizing the social citizens interests, which become the major issue of the administrative organization theory. This article analyses the functions and objectives of administrative organization and the standards ethics, then it indicates that the organizations role is providing public goods and public service for citizens fairly and efficiently. On this basis, it reveals the status of the administrative organization ethics usage in China's administration:the conflict of the administrative organization and the members, the organization at all levels, the community groups and organizations. According to the anomie behavior of the administrative organization, this paper constructs the construction system of administrative organization ethics with Chinese characteristics. The internal and external control measures and ethical guiding principles constitute the ethical construction system. System in external measures include:legal system development, the system of the ethics construction, building and improving the supervision system of the administrative organization. Internal measures include mainly:use the strategy of institutionalized the "ethics-system" to promoting the construction of administrative organizational ethical atmosphere, improving the lower administrative organizations and administrative personnel's ethic autonomy. Internal and external measures are only in the microeconomic level controlling the administrative organization ethic anomie behavior. The macroscopic level control approaches are establishing the guiding principles of the administrative organization ethics construction, there are mainly:public efficiency principle, public justice principle and principle of harmonious society. On this basis, we construct the administrative organizational ethical construction system with Chinese characteristics completely.
