The Guangxu D E Odd Shortage "and The Local Government Response

In Guangxu dynasty, there had a famine, and it was the most atrocious of the Qing dynasty. It spreaded of the northern of China in shaanxi, Henan, Shaanxi, Shandong, Hebei and other provinces. The severity of the disaster in Chinese history are applling, so it is aslo known as "De odd drough"For Shaanxi Province, the famine had the most obvious impact of the Weibei area. This paper mainly discuss the relationship between the famine and measures of local governments, especially describing the specific history of the local scene.We will discuss measures of some county in Weibei, and it is the main line of this paper. Therefore,this article generally occurs from the famine caused by a variety of social problems and how local government to deal with the famine.In the first part we will discuss the serious influence of "De odd drough" for Weibei.The proper analysis of the main causes of these hazards and the different aspects of society embodied in the different performance. And mainly talk the impact of the local community from the famine. There have "natural disasters" and "man-made" famine. Earthquakes, "The wolf"," rat plague" and Epidemic Diseases will be discussed.The second part expand the discussion for the social problems caused by this famine and corresponding measures taken by local government. Another two levels will be talked.The first level will talk praying for rain and other spiritual and cultural level of the response which have ignored in the past, emphasizing awardness of the famine for local government and traditional culture methods local government taken. The second level will talk the local government's disaster relief activities in a strutured narrative from the physical point of view. The focus is to discuss means to expand the variety of disaster relief and how to help themselves to launch the activities of local civil level. The local government is how to carry out disaster relief organization of cicil space activities will also be discused.The third part will talk the response of local government to the concrete expansion Shaanxi Weibei areas which was the worst calamity in "De odd drough". I want to enrich our development of this historical period of the region's overall understanding. The local environmental characteristics and historical experience will aslo be talked.
