Evolution Of The Security Situation On The Korean Peninsula And Usfk

The Korean peninsula becomes a global power centralized point of interests because of its special geo-political characteristics, and the Korean peninsula has been one of the region that most directly influenced by interests of the major powers in the world.Especially in the 21st century, the Korean Peninsula has become a hotspots on international issues because of a series of events once again, its security issues also attracted more and more attention. The factors in the all major Powers which affect the security of the Korean Peninsula, the American influence is a particular prominent. All the diplomatic behavior of The United States is rooted in its global strategy. In fact, the U.S. achieved garrison on the Korean Peninsula through the Korea-US alliance which also serves its global strategic. Therefore, as an important part of the U.S. overseas garrison system, the reason of adjustment of USFK is also rooted in its global strategy. However, the study about the security of the region, this article objects that only considering the Korean peninsulas as an dependent variable, but analyzes from the perspective of the adjustment of the USFK, and takes the adjustment of the USFK and the security situation in the peninsula as an interactive game between the process, this interaction has always been reflected in the discourse of this paper, and it is the main line of this article. On the analysis of this process, from a theoretical point of view, "the theory called the balance of power and stability" and "the theory called hegemonic stability" in realism obviously can not explain the historical facts of the region. The theory from "collective security" to "cooperative security" in liberalism, its development and improvement will undoubtedly provide an analysis perspective to a solution for the security of the region. Since the end of the Cold War, it has been a hot research of regional security that the building of multilateral security mechanisms needed to strengthen analyzing and demonstrating in Northeast Asia. But on the aspect of economic, political, social, and national defense strategy, etc. that varies widely in Northeast Asia, the current conditions that establishing a multilateral security mechanism directly are quite scare. This paper argues that it is a realistic option that establishing the Northeast Asia security mechanism on the basis of six-party talks about North Korean nuclear issue. The inevitable trend of the Korean Peninsula security issues is the reunification of the Korean Peninsula, while the problem exist in USFK is one of the core issues that the process of reunification of the Korean Peninsula. In short, the determinants of the adjustment and the future of USFK includes:global strategy of U.S., the attitude of peripheral power toward the USFK, the process that the Northeast Asia security mechanism established, the process of reunification of the Korean Peninsula, and so on. This paper is divided into seven parts:The first part is a theoretical foundation for the whole article, this paper uses these theories including security dilemma theory, balance and stability theory, hegemonic stability theory, collective security theory, cooperative security theory, etc.The second part describes the adjustment of U.S. global strategy, and analyzes the strategic background about the adjustment of USFK.The third part analyzes the adjustment of the USFK and the change of its historic role under the strategic context in different periods in U.S. The fourth part takes the geopolitical characteristics of the Korean Peninsula as the starting, and analyzes the attitude of peripheral power toward the USFK.The fifth part describes that the old mechanism of the Korean Peninsula is useless, the new system is needed to establish, and its theoretical foundation depends on the development of the multilateralism in the area of international relations. The establishment of the security mechanisms of the Korean peninsula both great possibilities and obstacles, the USFK is one of the obstacles.The sixth part describes that the unification of the Korean Peninsula has both inevitability and possibility, but how to choose the method of unification of the Korean Peninsula is one of factors that determining the future trends of the USFK.In the last part, the author conducts a simple analysis for the necessity and possibility that solves the problem of the USFK on the basis of the above analysis, the author thinks that we should resort to multilateral security cooperation in order to handle with the problem, namely the establish of a multinational peacekeeping force.
