The Early Days Of Unemployed Workers, Social Assistance (1949-1952)

With the liberation of Shanghai, the new democratic regime faced many social problems, one of which is the unemployment problem. Much greater numbers of unemployed people not only hinder the peace and stability, people's happiness and good health, but also hinder the economic recovery and development. Therefore, solving the unemployment problem is important for people's basic living conditions. Therefore,the Party and the People's Government from the end of 1949 began to address the problem of unemployment, by the end of 1952, this work has achieved outstanding achievements.This paper presents an analysis of unemployed workers and government's unemployment relief on 1949-1952 in Shanghai. The reason I chose this topic as the dissertation is that the study of the social assistance of unemployed workers in Shanghai was not sufficient and insightful. I am trying to obtain abundant data from the unpublished excavation archives and newspapers,in order to reflect the effect and achievements of relief workers and enrich the academic understanding of the issue.The paper is divided three parts: In section one, the author overview the phenomena of unemployment, the characteristics of Unemployment and the psychological status of unemployed people, and then explore the living conditions of workers and the bad impact on society under the unemployment. In section two, the author deeply analyses the government's unemployment relief which mainly contain setting up agencies, preparing food and money, paying unemployment benefits and dealing with the unemployed workers. In section three, the author evaluated the effects of government's action on the unemployment relief, and also points out the problems and experience on Shanghai's unemployment relief work.Trough the study, we can know that shanghai government's unemployed work is the beginning of modem unemployment insurance and social relief in China. Studying on the work of relieving unemployed in Shanghai has important historical and realistic significance for the social life cycle of shanghai the unemployment Insurance Systems and the social security system.
