The Research Of Unemployed Worker's Relief In Zhengzhou City From 1948 To 1954

During the late 1940 s and the early 1950 s,influenced by the the civil war between the Kuomintang and the Communist Party and the comprehensive transformation of society,the development of Chinese cities encountered various problems,especially the unemployment problem.As an important city in Henan Province,Zhengzhou's industry and commerce suffered serious damage during the long-term wars,which in turn caused a large number of workers lost their jobs.Affected by historical issues and social transition,the unemployment situation in Zhengzhou is complicated.Unemployment not only caused difficulties to the workers' lives,but also had many adverse effects on recovery and development of Zhengzhou City's economy,the stability of the social order,and the consolidation of the people's political power.Therefore,after taking over Zhengzhou City,the People's Government took a series of measures to provide relief to unemployed workers in order to solve the unemployment problem among workers.Firstly,the Unemployment Relief Committee was set up to carry out the registration of unemployed workers,and the Unemployment Relief Fund Collection Committee was established to provide material basis for the relief of unemployed workers.Secondly,the party and the goverment took relief measures which aimed at production,provided work relief,carried out self-help production projects and native production to realize the employment placement of unemployed workers.Thirdly,training classes for unemployed workers were started to improve workers' technical level and realize their career change and re-employment.Under the joint efforts of the CPC Zhengzhou Municipal Committee and the municipal government as well as social forces by taking various relief and resettlement measures,Zhengzhou City basically completed the relief work for unemployed workers in 1954,and canceled Unemployment Relief Committee in the same year.In a word,the relief and resettlement of unemployed workers in Zhengzhou City from 1948 to 1954 stabilized social order,established government prestige,strengthened the ties between the party and the people,stabilized the new political regime,and provide experience for future relief and settlement of unemployed workers in Zhengzhou City.However,the problems occurred during the process of providing relief to unemployed workers at that time were worth pondering.
