There is full of advertising in today's world. Advertising plays a very important role in the modern society. Public service advertising in today's economic society's role is more important. Because it is formed a good public order,and played an important role on the basic public morality.This paper mainly use the pragmatics theory. Combining the theory of linguistics, advertising, communication, psychology and related.Try to make a comprehensive study on public service advertising. Build the public service advertising theory and enrich the advertising theory.The context is the basis and first elements in the pragmatic study. Language using connot without context. Public welfare'sfabrication and propaganda can not get away from the context. Language environment plays an important role in public service.
