The establishment of Tsung-li Ya-men marked the first step of modern diplomatic of China. Ministry of External Affairs of Qing Dynasty was the first officially central of diplomacy administrative department, which reflected the further development of profession diplomacy. Both of them have played an importhant role in China's modern diplomatic career and witnessed China's diplomatic system transition from traditional to modern. However, they two are passive response to the developing situation of western invaders'diplomacy.In early days of Republic China, diplomatic modernization basically highlighted, establishing the foundations of the diplomatic system ever since. After the establishment of the Beijing government, the Foreign Ministry replaced the Ministry of External Affairs of Qing Dynasty. The new department continued to bear the construction and development of China's diplomatic mission.As the central diplomatic administrative agencies, it palyed a leading role in in modern diplomacy. With the experience of Western ministry and the traditional diplomatic system, it reformed the officer and rules at all levels, meanwhile unitied and adjusted the administrative structure layout and diplomatic power allocation. Under these constructiongs, it greatly improved the foreign management institution and strengthened the leadership, management, supervision of diplomatic career.The Beijing government's foreign ministry was a connecting link between the preceding and the diplomatic history in modern China. After inheriting innovating and reforming, it became a central institution with organized modernization and professional personnel, ensuring the smooth progressing of diplomatic work. The Foreign ministry attached great importance to the cultivation of diplomatic talents, creating a period of rapid rise of professional diplomats, who took the country as their duty and safeguarded national interests. They actively participated in diplomatic, presented the whole world with Chinese diplomats'new look, and let others know China's fight for her own interests.Meanwhile, the Foreign Ministry had problems in controling of diplomatic power and foreign policy formulation. But we should make a concrete analysis of the evaluation, which is of positive significance to modern diplomatic development and the solution of diplomatic problems.
