In the context of US-Japanese relations facing difficulties and the new "Japan-US Security Treaty", the Kennedy administration made an important adjustment in the security policy toward Japan. The adjustment in this period had a far-reaching impact on the security situation in the Asia-Pacific region. Therefore, studying the subject of the Kennedy administration's security policy toward Japan not only has academic significance, but also has some practical significance. This article is the result of the research I did, which is based on"Foreign Relation of the United States"and related U.S. National Security Council files, combined with existing research results.By studying how the U.S. policy toward Japan is formulated and implemented, this paper argues that the Kennedy administration's policy toward Japan was formed not only from its own strategic needs, but also taking into account the US-Japan relations in reality. From the U.S. strategic needs, the Kennedy administration supported the moderate conservative government of Japan, enhanced the international status of Japan and encouraged Japan to take over the defense responsibility. Considering the reality of the US-Japan relationship, the Kennedy administration made an adjustment in its way of supporting the moderate conservative government in Japan, and made important reforms in the issue of the Ryukyu Islands. In the process of the implementation of its policy toward Japan, although the United States considered the actual situation of Japan, it tried its best to force Japan to cooperate.
