People use languages to communicate.The exchange ofinformation, such as ideas, emotion between human beingscan be called communication activity, which can be realizedthrough speaking, listening, reading and writing. In languageteaching, it is customary to devide the domain into four majorskills. According to mode and direction, listening and speakingboth represent oral skills as apposed to the written skillsreading and writing, among the four skills, speaking andlistening has the closest relationship. This paper aims toanalyse the interrelationship between speaking and listeningby drawing on the communicative theory and model and toput forward a new oral competence cultivational model incollege English teaching.According to the communicative theory, the core of thecomniunication lies in the transmission between meaning andsound of the language. In the course of communication, thespeaker should convert the meaning into sound and in reversethe listener should convert the sound into n~eaning. TheIIIUf ii~77B~J1~successful transmission depends on the brain, the aural organsand the vocal organs of human beings. And the two skills--listening and speaking interact each other in the process ofcommunication. On the one hand, listening lays a foundationfor speaking, it provides the communication context. On theother hand, speaking can help to develop the listening skills.The close interrelationship between speaking and listeningthrows lights on collage English teaching, in order to cultivatethe students?oral communicative competence, the practising ofthe two skills should be combined organically and merged witheach othei~ The reality in teaching is to set up a new courseincluding the cultivation of listening and speaking skills.This paper involves five parts. The first part introducesthe situation of oral competence in college Eniglish as well asthe research about the interrelationship between speaking andlistening. The second part focuses on the interrelationshipbetween listening and speaking in communicationproccess.Thc third part points out the shortcoming of thecurrent listening course.The fourth part puts forward aproposal that we should combine the listening and speakingorganically in one class. ie, to set up a style of course includingboth listening and speaking skills instead of developing singlelistening skilL The last part sums up the whole study and getsthe conclusion.IvWith the regard to the weakness of the oralcommunicative competence in college English teaching, byanalysing the interrelationship between speaking and istening,the paper puts forward a fresh dimension for developing oralcompetence in college English teaching ---set up a new style ofcourse to improve the students?spoken proficiency, but theactual practice still need further discussion.
