| With the rising of Global Social Movement, the Theory of Communicative Action, created by Jurgen Habennas, has become one of the hottest topics on contemporary philosophy, accompanied with the trend of closely mutual communication between different people, different nations or different cultures. This article has broken away from the old framework of purely academic investigations into the Theory, and put it into Habennas' whole works by means of historical and systematical analysis. And the new view is that J.Habermas' thoughts is based on the Theory, this is, his whole thought can be described as the theoretical system of Communication Action, The aim of the article is to make more and more people know about its soul through its accurate and wide introduction and analysis, to forward our social development.The Theory acts as a clue to Habennas' complex and interwoven opinions from different fields of sociology. Starting from the concepts of rationality, subjectivity and linguistics, Habennas deduces the new concepts of Communicative Rationality, Intersubjectivity and linguistics Validity Claims, which make up of the rationalized structure and fundamental norms of the Lifeword, namely, Rationalized Society, the principles of which is a criterion to criticize the distorted society. If the principles of discourse argument go up to discuss ethical problem, Communicative Ethics comes into being. The principles of Communication Ethics, extending to apply to legislative problem, lead to Deliberative Politics. Deliberative Politics, expanding to solve the conflicts between nations, brings about World Citizen's Community where there is no coercion, imparity and full of freedom, or called Noncoercively Communicative Community . The article consists of the background, the fundamentals, the main contents, the applications and appraisals of the Theory.The backgrounds of the Theory are the late capitalism's crises and demerits about the old Critical Theory of Society. On the one hand, in the late capitalist society, not only does Instrumental Rationality monopoly the man's consciousness, but also the society is filled with economic crises, political crisesand cultural crises. So the communication between individuals is systematically distorted. On the other hand, the old Critique of Frankfurt School can't be adapted to the changing situation because of ignoring of new scientific results, adhering to the theoretical reason and abstract truth. These negative factors force Habermas to re-establish the Critique for re-organizing the late capitalist society and avoiding of one-sided communication.The fundamentals of the Theory depend on the new concepts' formation on the basis of rationality, subjectivity and linguistics. The first step is to reconstruct the Universal Pragmatics, which discusses how to acquire the linguistic validity claims on the basis of rationality. The second step is to create Communicative Rationality for ontological need. Now that philosophy reflects on recognition, language and action, rationality as entities can embody ontologically, epistemologically and in terms of linguistic analysis to kinds of its dimensions. On the aspect of mutual relationship between subject and subject, Rationality becomes Communicative Rationality. The last step is to point out Intersubjectivity as subject. The paradigm of self-consciousness, of the relation-to-self, of a subject knowing and acting in isolation is replaced by the paradigm of mutual understanding, that is, of the intersubjective relationship between individuals who are socialized through communication and reciprocally recognize one another.The main contents of the Theory are composed of Communicative Action, Communicative Rationality and Social Rationalization. On the premise of Communicative Action according to rationality, rationalized society would come true.
