.1960-1999 U.s. Policy Evolution And Effectiveness Of The Governance Of Youth Violent Crime,

This paper introduces the trend, characteristics, and the reasons of the youth violent crime in the United States from 1960 to 1999, makes the evolutional trace of the policy system for reducing Juvenile violent crime rate, and analysis the usefulness of the policies.It begins with a brief introduction, describing the basic content and the significance of studying the usefulness of the government policies for reducing youth violent crime in the United States, introducing the historical studies in Chinese and American academic communities, outlining the framework, methodology and defining the main conceptions.The main body includes five parts:Part I reviews judicial theory used by the government to reducing the juvenile delinquency before 1960s, introduces the constitution and characteristics of the policies in 1960s,and analysis the reason and the usefulness of the policies.Part II analysis the adjustment to the policy system carried out by the government in 1970s, and its effects.Part III introduces the reinforcement of the policy system in 1980s,and analysis its reasons and characteristics.Part IV introduces the perfection of the policy system in 1990s, analysis its reasons and usefulness.Part V introduces the operation of the whole policy system, and analysis its success and failure.The last part is conclusion, which combines the development of the policy system for reducing Juvenile violent crimes with the American poverty rate, economic cycles, unemployment rate, and the social culture. It also summarizes the fundamental reason of failure of the policies, and looks forward to giving us some implications to deal with the youth violent crime in China.
