In terms of the contents of democracy, its essence is that the large people was the owner of the regime and the large people participated the administrative management of the whole country. The large people should be the subject of democracy. The number and the social role of the democracy subject is the important embodiment of the nature of the democracic politics. And the quality of the democracy subject is the key aspect in the operating process of democracic politics. The Soviet is the first regime in Chinese historic that the large laboring people became the owner.
