In modern history of Tibet, there was one thing very important that many people concern. In internal Tibet, the contradiction between Dalai Lama of the 13 generation and Ban Chan Lama of the 9 generation shrilled everyday. In the end, Ban Chan Lama fled from Tibet. From then on, Ban Chan Lama hoped to get back to Tibet very much. This event of Ban Chan getting back to Tibet is not only a religious question, but also a political question, because it involved four aspects: Ban Chan Lama. the Tibetan regional government the Chinese central government and the British government. Facing the event of Ban Chan getting back to Tibet, Every aspect had its own attitude, and thus acted differently. Four aspects influenced each other, so the event got very complicated, and finally failed.This article emphasizes the files of the India Affairs, combining with Chinese files, and tries to analyze the attitude, the policy and the act of the British government facing the event of Ban Chan getting back to Tibet. I wish I could analyze the actions of the four aspects concerned by the event of Ban Chan Lama getting back to Tibet, and also find out the essence behind them.There is great difference between Ban Chan Lama and the Tibetan regional government. The essence is that Ban Chan Lama wanted to resume the customs in the history and to defend his own political position and economical rights, while the Tibetan regional government wanted to cut down the political position of Ban Chan Lama, damage his economical rights and make him obey the Tibetan regional government.To iron out the differences between Ban Chan Lama and the Tibetan regional government, Ban Chan once asked for the British government's help. But finally he turned to the national government. Ban Chan hoped to return to Tibet honorably and to ensure his dignity and power in the future under the help of the national government. The national government had been devoting to resolve the problem of Tibetan region. On this question, the national government always treated the possession of the sovereignty to Tibet as the most important thing. Taking the chance of this event, the national government tried hard to settle the relationship between the national government and the Tibetan regional government, and decided firmly the central roles of sovereignty and administrative powerover the Tibetan regional government. The national government took a series of steps to help Ban Chan Lama return to Tibet, such as issue a series of orders, assign important officials to accompany Ban Chan Lama and offer a great deal of fund. But the national government couldn't finally realize its aim to resolve the problem of Tibetan region, because it's infirm attitude, refusal of the using of force and losing the good chance.At that time, the Tibetan issue is simply a domestic affair of China. But because of historical factors, from the beginning, the problem had to be solved in diplomatic background. After Dalai Lama died at the end of 1933, the British government had thought to support Ban Chan Lama returning to Tibet. But seeing Ban Chan had been lived in China for so long a time and been inclined to the central government, the British government was afraid that Ban Chan would take the influences of the central government, the condition of relative independence in Tibet would be changed with the return of Ban Chan and that the central government would rebuild sovereignty and administrative power in Tibet, thus to affect their benefits. While before that time, British government could always control the Tibetan regional government behind the scenes. Tibet had turned into a tool with which England invaded Asia. So they hoped very much to maintain present conditions of taking Tibet as a "buffer state" to serve their colonialism policy and protect country interests. We can say that the essence of the British policy regarding Tibet was to build an artificial obstacle between the Chinese central government and the Tibetan regional government.
