Since 1959 the Fourteenth Dalai Lama fled to India,Dalai Group engaged in a targeted,organized separatist activities aiming at achieving Tibet independence,as well as internationalizing Tibet issue.The internationalization of Tibet issue began in 1913,the representatives of the Tibetan local government participated in the tripartite international conference,namely Simla Conference,with an identity of equality under conspiracy of the British.The Fourteenth Dalai Lama's "Tibet independence" split claims originated from the six independent claims proposed by the representatives of Tibetan local government at the Simla conference in 1913.The core contents are: requirements of Tibet independence and delineation of the border between Tibet and the mainland.The formation of the "Tibetan independence" claims of the Fourteenth Dalai Lama has undergone the following evolving process: from the unceasingly demands of "Tibet independence" to vaguely raised the "five-point peace plan" and the "Strasbourg proposal",and ultimately completed the Tibetan independence claims which is called “the middle way approach”.Using “genuine autonomy” to conceal the real purpose of “Tibet independence” and establishing a “greater Tibet”.The Dalai Lama's "Tibet independence" claims are the inheritance and development of the six independent claims appeared at the Simla conference,the differences are as follows: first,The Dalai Lama replaced "independence" with "genuine autonomy" and its independence intention more concealment and deceptive;second,the Dalai Lama made a clearer definition of the territorial scope of “independent Tibet” and elaborated the political system of “independent Tibet” in detail.The Dalai Lama's "Tibetan independence" split activities have greatly damaged China's national interests and slandered China's international image.Based on the archives and documents,this dissertation elaborates the history of the Dalai Lama and his followers' Tibet separatism activities,analysis the strategy,objectives and influence factors of their pursuing Tibet problem internationalization,and reveals the essence of their activities is to realize the separate of Tibet.In addition to the introduction and conclusion,this paper is divided into four chapters.The first chapter analyzes the origin of the Tibet issue and the emergence of Tibetan local separatists.In modern times,the British's invasion of Tibet led to Tibet issue and Tibet separatists.Since then Tibet issue become an international issue which created obstacles to Chinese central government's sovereignty over Tibet.The second chapter mainly exposes the "Tibetan independence" activities in the early days of the Dalai Lama's exile.The establishment of so called Tibet government in exile and Tibet people's Congress and Tibet offices overseas,and the promulgated of Tibet Constitution and the Essence of Future Regime,made the Dalai Group's international Tibet separatism activities have a system organization and programmed of action.Driven by the United States,the Tibet problem was put into the agenda of the United Nations General Assembly,and the Tibet problem officially moved towards to the international political arena.The third chapter analyzes the Fourteenth Dalai Lama's strategy and essence of progressively pursued Tibet independence.Since 1970 s,with the improvement of Sino-US relations,the Dalai Lama's "Tibet independence" activities have been from actively relying on the support of the US government to seek wider international support and began to instigate the internationalization of "Tibet issue".As a result,the Fourteenth Dalai Lama had put forward the Five Point Peace Plan and the Strasbourg Proposal,to create conditions for contact and negotiate with the Chinese central government,and instigated the internationalization of Tibet issues.The fourth chapter describes the performance,characteristics and future trend of the internationalization of the Tibet issue in the post Cold War era.This chapter also discusses the content and essence of Fourteenth Dalai Lama's Middle Way approach,and his arrangement for the future post Dalai era.Meanwhile,the United States Congress and the European Parliament adopted the Tibet resolution become normal,so that the internationalization of the Tibet issue is characterized by institutionalization and organization.
