From the September 18 Incident to now, the Japanese governments try every possible way to shirk the responsibility for its launching the September 18 Incident. Before Japan was defeated, the trick of the Japanese emperor governments was to put the blame on Chinese else. And after it surrendered, when the trick was showed up, the Japanese emperor governments fabricated another lie, namely the theory of arbitrariness acted by army headquarters (Guandong armed force) that is accepted widely in the Japanese society. It is this mistaken theory that become the mainstream historic consciousness in the Japanese society and mislead the people to know and understand the true historical fact in a wrong way. This article wants to prove that emperor military's act arbitrarily in the process of the invasion into china is completely in line with the Japanese national policy, and the Hirohito emperor of Japan, as the commander in chief of the Japanese military in china war, was the real initiator and the impetus of the invasion into China through tracing to the source of the theory of arbitrariness and showing the performance of the Hirohito emperor in the invasion into china. Therefore, this article discusses from three aspects. First, to veto the theory of arbitrariness by analyzing elaborately the historical background of the arbitrariness and mainstream historic consciousness in current Japanese society. Next, to prove that the royal troop officers and soldiers' arbitrariness conformed to the Japanese national policy by discussing the intrinsic connection between the royal troop officers and soldiers' arbitrariness and the Japanese national policy. Finally, to analyze and explain roles of the emperor of Japan, the emperor's clan and the governments in the invasion into china by the massive historical evidences. It is not difficult to see that the royal troop officers and soldiers' arbitrariness was caused by the Japan national policy and completely conformed to the Japanese Hirohito emperor's intention.
