Chinese Proficiency Test in China (HSK) is a national standardized test to assess the Chinese language proficiency of the people whose native language is not Chinese, including foreigners, overseas Chinese and the Chinese national minorities. One important usage of HSK is to see whether the students who want to study in Chinese universities get the required proficiency. According to the nowadays regulation, the required proficiency for entering Chinese technology and science university is HSK 3 and the literature and art university is HSK 6 .This paper will use Angoff's Procedure, Borderline Groups Method and Contrasting Groups Method to test whether the two requirements are reasonable .The paper first points out that the two levels were subjectively established and practice also proved that the two levels have some problems. Second, the paper introduces the definition, the history, the importance and the methods of Standard setting. Then use the Angoffs Procedure, Borderline Groups Method and Contrasting Groups Method to test them, and get a conclusion: HSK 3, the level required now for entering technical and science university is a bit low and should be between HSK 4 and HSK5. The level required for entering literature and art university should be HSK 5-7.Moreover, the paper still discusses why the standard made by Angoffs Procedure is lowest, which method will be most appropriate and fair in the given situation and so on. At last, the paper points out several shortcomings of this study in this paper, and the direction of further researches.
