The development of the maritime trade in Guangzhou in Tang dynasty attracted large numbers of foreign merchants from all over the world In order to enhance the management, the government set up Fanfang in foreign merchants' habitats as commodity bourses and residential areas and it became the support in foreign merchants' commercial activities. In this process, the foreign merchants made a series of contacts with local authority of Guangzhou, economic and commercial connection as a chief.Firstly, the paper introduces Fanfang's form, managing pattern and commercial activities in general, and indicates that Fanfang was the production of maritime trade in Guangzhou. Secondly, the next part is the center of the paper. In order to base for the paper, at first it explains Maritime Trade Commissioner's installation,person selection and their contacts with local authority in management. And then emphatically discusses the idiographic relationships between Fanfang and Guangzhou local authority from two angles, local authority's economic and commercial management on foreign ships and merchants. The first aspect adopts the method of combining length and breadth, regarding the management of disembark on the foreign ships which is the tariff, commodity monopoly and tribute, as the breadth and the evolvement ofeveryday management as the length. The paper combines recount and argument, trying to reappear the panorama of local authority's management on the foreign ships in Guangzhou. The second aspect begins from the laws and regulates concerning the management of foreign merchants, discussion of the management in particular commercial activities, and the content that appear in the first part will not be repeated. In addition, it gives a general analysis of foreign merchants' conditions and resists.The last part is the conclusion: Guangzhou local authority's everyday management on foreign ships was from simple to complex and the commercial management on foreign merchants had became more and more strict. This not only reflects the relationships between Fanfang and the local authority was strengthened gradually, but also shows the maritime trade's revenue of Guangzhou became more and more important in the nation finance.
