Legalism has a relation to the development of Qin. With Shang Yang and his School, Qin became a powerful military and political state which offered her the opportunity to unify the whole China. However, it is a pity to point out that it is Legalism of which became the political tradition of Qin, that made Qin failed to adjust his policy to the new environment after unification of China.This thesis utilizes historical materialism, dialectical materialism, systematic theory and the theory of the political system to analyze the close relation between legalism and the development of Qin. It contains four charpters.Charpter â…  tells that legalism is fit for Qin by giving a general description of the development of the earlier history of Qin.Charpter â…¡ systematically examines Shang Yang'policy. And it is the most important part in the thesis.Charpter â…¢ discusses the relation between legalism and Qin Shihuang.In this period, both the politics and the legalism itself lost the ability to adjust policies to the new environment.Charpter â…£ analyzes the reasons why legalism plays different roles in the development of Qin.
