To enhance the cultural exchange and increase consensus and positive feelings between the people across the Taiwan Straits is both the very base for the peaceful reunification and a major bid to implement the national policy of "One Country, Two Systems". Since 1978, cross-Straits cultural exchange has demonstrated an unstoppable trend forward, accompanied with both exciting momentums and setbacks. However, amid all the ups and downs with the cross-Straits political relations, it's of great significant to explore practical ways to further the cultural and other types of exchanges between the people from the two sides so as to strengthen the mutual recognition of the Chinese culture and the Chinese nationality, which will serve to push forward the cross-Straits political relations. Based on the classic theories of historical and dialectical materialisms, the paper carried out, via methods combining historical facts with theoretical analysis, an object and in-depth analysis of the process, effects and problems with the cultural exchanges for more than two decades. The paper consists of two parts. Part one firstly states the cultural exchange process in the past 20-plus years which started out of nothing, then improved to two-way exchanges and move to in-depth steps after breaking various barriers. It also analyzed the policies on cultural exchange released by the Taiwan authority and the mainland government and made clear the key contents and characteristics in different periods within the two decades. Part two explained the significant role the cross-Strait cultural exchanges have played in the great cause of reunification, looked into the problems existed with the current cultural exchange practices, through the analysis aforesaid, one can grasp the weak sectors existed with the exchange. It is first task for us to present a series of value suggestions that are designed to better the cultural exchange by way of writing off defects mentioned.
