Tang Dynasty In The Late Local Independent Study Of The Problem

The relationship between the central government and the local government in Tang dynasty is an important subject in the research of Tang History, and the researchers have got many achievements on the subject of the relationship between the central government and the vassal state ,the relationship between the central government and the local government. However, the author have been known ,only Mr Hecanhao have down some reach the subject of "the process of the local self-government" in one section of his article. In this article, the author tries to discuss the track of the "the process of the local self-government" in Tang dynasty from the point of view the relationship between the central government and the local government .especially the martial relationship. The author tries to discuss the subject in the following four sections:The first chapter: introduction. Discuss the origin of the selection of the subject. Review the interrelated achievement about the subject. Point out what need discuss more deeply and broadly. The second chapter: discuss the variance of the local administration system and the rudiment of independence. During the rudiment independence period of Tang dynasty, the policy what the central government had adopted to strengthen the supervision to the state and the county lead to the localization of the supervision department., move down the military power.— expand the vassal state's power. All this made the preparation for "the district independence".The third chapter: discuss the change of the local military's character and the beginning and the development of the local self-government. The topic will be discussed in three sections (i) discuss the change of the local military's character and the variance of the military system. The military policy became "Jianer system" from "FuBing system" and "BingMu system", (ii) the source of the army became complicated ,the soldiers gave up their principal, the local military groups appeared ,and the local self-government came into being. However it hadn't been well-developed in this period. The central government had executed certain policy, such as took the reformation and the local military system, of regulation to prevent the process of the local autonomy.The fourth chapter: discuss the spread and the accomplishment of the local self-government.(i) There is some research on "local army": the innovation of the local military system made the southern local army-"local army" lost their battle's effect ,so they couldn't deal with the problem of the local autonomy. In order to strengthen the control of the southern area, the middle area army-"foreign army" were sent to the southern district. Before ZhongHe period, "foreign arm y" had made a great contribution to prevent the process of the local autonomy and protect the central government's army, but after that period, it caused the southern convulsion and impelled the accomplishment of the southern local self-government.(ii) after the ZhongHe period, the problem became serious, the local army groups snatched the local military, it gave the preparation to the accomplishment of the local autonomy.(iii) Discuss the different characters of the local self-government in different regions: it had different main bodies and had different process.(iv)the character of the vassal state had exchanged, the authority of the central government had been lost, he process of the local self-government would be accomplished.(v)the policy what the central government had adopt to prevent the local autonomy was declined, ZhuWen'power replaced Tang dynasty, the process of the local autonomy was completely accomplished. At last, author will discuss the character of the process of the local self-government in different period in Tang Dynasty.
