From the Qin Dynasty to the early Han Dynasty,it was a period of the formation of the early Chinese empire.This period began in the late Warring States period,ending in the Han Wu Dynasty.In the meantime,although there were major political events such as the establishment and collapse of the Qin Dynasty,the Chu-Han War and the establishment of the Western Han Dynasty,from the perspective of social development,these incidents did not prevent the construction of the unified Chinese Empire,the society in this period has strong coherence and can be analyzed as a whole.During this period,the locality was not passively controlled by the central government,and the relationship between the two sides showed the characteristics of mutual competition and mutual cooperation.Under such a dynamic relationship,the locality,like the central government,actively participated in the construction of a unified empire.This paper chooses from the three aspects of economy,culture and politics in the social operation at that time,analyzes the relationship between the central and local cooperation and the counter-balance in the Qin to Han Dynasty,and demonstrates the importance of this relationship to the unification of the empire.contribution.The first chapter analyzes the relationship between the local economic forces and the central political forces in the early stage of the construction of the Qin and Han dynasties,and the relationship between the two sides,and the economic integration of the empire.First,the establishment process of Qin Sanchuan County is taken as the observation point.Qin's conquest of the Sanchuan area is an important step in its eastward process.It relies not only on the military forces of the Central Qin Dynasty,but also on the cooperation of the original economic forces in the Sanchuan area represented by Lu Buwei,the central government and local economic forces.In cooperation,they jointly completed the central part of the Qin Empire's expansion to the east.Secondly,from the macro perspective,the central government's suppression and utilization of local economic forces during this period.This process has been recorded in various unearthed legal documents,involving the central authorities of Qin to monitor foreign trade,suppress local merchants' power and develop their own business and industry.These are all implemented by Qin in the process of transforming into a unified empire.Important economic policy.At the beginning of the Han Dynasty,the central government took a more active attitude and actively absorbed local economic forces,which of the documents,compare the similarities and differences recorded in the simple documents and the handed down documents,and analyze the different but complementary roles played by the central and local governments in cultivating,selecting and controlling these grassroots employees.Then analyze the contribution of the administration of the instrument to the integration of the cultural level in the empire,involving the evolution of the text,the coordination of the folk customs and the law.From the cultural level of the central and local cooperation to understand the positive role of the two on the construction of a unified empire.The third chapter analyzes the local government's countervailing and support to the central government under the county system.The transformation of the county from the military function to the management of the people greatly eased the relationship between the local and the central government,and also adapted to the changes in the social environment of the empire.In the implementation process of the county system,the county has mastered the local military power and civil rights,and the central government first used the military power of the local government to stabilize the frontier of the empire.After the empire gradually stabilized,it regained the power of the military.The county court was transformed into a governance institution,relying on
