The central government has made the strategic decision of "the West Development Project" in order to eradicate poverty, promote the rapid development of economic and social development of the western region which was based on Dengxiaoping's "Two Great Prospects Strategic Thought".Anti-Poverty is the basic task in the first stage of "the West Development Project". Currently in the western poverty-related research, people accustomed to regard poverty as a pure economic phenomenon and the method on poverty-relief is also mainly depends on material support and material input. It was proved that this material input-oriented poverty-relief method achieved very significant results in the beginning, but in the long run most poverty-stricken areas did not eliminate poverty completely. The fact is: economic deprivation is superficial symptom, cultural poverty is deep-seated reasons. The values, norms of behaviour, lifestyles and other cultural problems of the western people in poor areas had set barriers to the economic and social development in a broader field. Its negative influences are immeasurable. Therefore, the simply material-input method can not be completely resolved the problem of poverty, material method and cultural method must be combined and only the cultural poverty was eliminated in poor areas ,the "blood transfusion mechanism" converse to the "blood-making mechanism" could be achieved. Anti-cultural poverty is the most important means of addressing the problem and achieving breakthroughs for development of the western regions.The thesis consists of three parts:Part one: This part outlines the poverty and cultural poverty, including the definition of culture and cultural poverty, main contents and manifestations of cultural poverty and its causes, and unique performances in the western regions.Part two: The second part studies the impacts of cultural poverty on the economy and society in the western regions. It is the main part of the thesis. Part two is divided into three parts: The first part that summarized the relations between the cultural poverty and the "the West Development Project"; The second part deals with the impacts of cultural poverty on the western regions' economic development including the labor quality, technological progress, economic growth mode converse, etc; The third part studies the impacts of cultural poverty on the social development. It was discussed mainly from many aspects such as lifestyles, values, population quality, science and technology and so on.Part three: In this part some countermeasures and policies was raised, based on the analysis presented in the two parts above.
