Abstract: Constitutional Government is splendid production which came from western culture. It came into China in 1960s and 1970s. Under the historical circumstance of the time, Kang Youwei formed his own old-timey historical evolutionism based on Chinese traditional Jin Wen Jing School Theory and the introjections of western evolutionism and 'Xiao Kang' , 'Da Tong' ideology in "Li Ji · Li Yun" . Take this as a basis, he accepted the western Constitutional Government Thought early and implement the first attempt of the Chinese Constitution Government Thought. From the historical perspective, his Constitution Government Theory is creatively. Meanwhile, his practice of this thought is the earliest. In the early stage (1898-1911), he led Wu Xu Political Reform and claimed that China should establish the Constitutional Monarchy Polity. In the later stage (1911-1927), he claimed China should establish Xu Jun Public after comparing the six kinds of public and put forward to set a constitution in China, to hold the parliament of a nation, to carry out the representative system, to separate the three rights and to implement local autonomy. His Constitutional Government Thought is the inheriting and surpassing of the early political thought of Wei Xin School. Wei Xin Political Reform which was led by him started the prelude of Chinese neoteric Constitutional Governmentwhich inaugurated a new era in China - Constitutional Government Era.
