China In Transition, Moral Studies, On The Authority Of The Mechanism

Nowadays, both developed and developing countries have begun to pay great attention to the role of ethical governance in the state and society, and so has China. In the process of building power monitoring system, people pay little attention to the administrators' effective moral mechanisms, nor to the socialist moral ethics culture. Therefore, this thesis argues about the lag of building ethics mechanism and the weak of supervising administrators' power during the social transition. Besides the external building of law and social supervision system, the thesis emphasizes the excellent role of ethics and self-monitoring supervision system. So, it makes the forms of supervising administrators' power from the external supervision to self-discipline by administrators themselves.In this thesis, the author believes that law and morality has the same social values though it is the different social norms. However, they have their own advantages and limitations. The lawful and moral governance, which should be complementary, have become the two essential dimensions of constructing social governance and political civilization. On the one hand, China's public administration should rely on the law and keep on the basic requirements of the socialist legal system; on the other hand, China's public management should be ethical and moral and adapted to the requirements of the socialist moral system. Thus, the socialism morality should be introduced and brooded on in public administration. The public life and public order also should be guided, monitored, and modeled with the socialism morality. Therefore, a sound system of administrative ethics should be established and modified; the moral system of public management and administrators should be promoted constantly; and the public management goals should be achieved by the lawful and moral methods. So, the author draws a conclusion from the reality that the socialism construction of morality and culture: should be strengthened, that the occupational morality of administrators should be constructed, that the ethics legislations which regulates the administrators' moral behavior should be speeded up, that the ethical and moral awareness levels of government officials should be enhanced, and that a scientific view of power of government officials should be consolidated. Furthermore, the moral force can be used to constraint, to control and to supervise power-using.
