The People's Republic of China is a united multi-national state founded jointly by the people of all nationalities. They are distinctly different in language, customs and religions. As same as other ethnic minorities, the Tibetan also communicates with their own language. With the intercommunion between Han nationality and other ethnic minorities, Chinese is the official language, but not all of Chinese people speak it Recently we have been deeply impressed by the diversity, dynamism, and progress of China under the policies of reform and opening to the outside world. It has already been a key question that how to promote the communication and collaboration with ethnic minorities' area. Learning Chinese can help Tibetan to publicize their culture and study more science and knowledge. So it is very important to them. Therefore, how to develop the bilingual education in primary school has been a crucial issue.In the September of 2004, the writer entered the Mo Qu primary tent school in Qing Hai Province and implemented the practical investigation and voluntary project By visiting herdsmen face to face, researching the local education situation, observing the classed taught by Tibet teachers, we understood various local difficulties facing on the education of Mandarin.The writer carried on the discovery of the Chinese language teaching project based on the realistic background. In the foundation of the children's intelligence development and mental regulation, and also combing to the Tibetan customs and tradition, she designed one Chinese oral language book, which called Oral Chinese. The teaching material begins from easy to difficult from concretely go to abstraction, trying to inspire the Tibetan students have the enthusiasm to speak Chinese. Through a wide variety of the language teaching method, through the vivid living scenes, through the various teaching resources, the language teaching can be much closer to the Tibetan children's life. And in the continuous fulfillment process, the writer and other volunteers commit us to the improvement of the Chinese language teaching and learning. We are making great effort to find out the deep problems of the Chinese language teaching in the early years in the primary school. At the same time, the experiment can also enlighten the other schools which have the similar problems of the Chinese teaching.
