According to the research by the NGO Institute of Tsinghua University, the number of social organizations in China had soared from over 6000 before 1978 to 165,000 by the end of 1998. Private non- enterprise organizations developed from zero to 700,000, while the number of culture and arts organizations ranked 3rd among them3. Private non-profit art organizations are playing an important role in the economy of Chinese society.Private non-profit art organizations make a significant proportion, but the research of it is very inadequate. In terms of academic research, Chinese private non-profit organizations are still in an "infant stage" since the private non-profit organization is based on the western context and it developed for a short history after the World War II.4 Current research of Chinese private non-profit organization is mainly focused on the discussion of "civil society". Report about the Questionnaire Survey on NGOs in China by the NGO Institute of Tsinghua University in 2006 is the first comprehensive research. However, it scarcely conducted any survey in the field of art. This thesis combined literature review, interview methods with observing methods, and added case studies based on precursors' study. Especially, the author participated in the project of Whitehorse Mountain Culture Research Center. In this thesis, first, I reviewed previous literature on the relevant concepts and development of private non-profit organization. Second, I illustrated the initiation, development and problems of China's private non-profit art organizations through case studies. Finally, based on these problems, I responded to the relevant state policies and the development of non-profit art organizations. I also addressed personal suggestions and reflections.
