Neo-conservatism of the U.S. rose in 1960s and is different to traditional conservatism in the U.S. Some New Left of liberalism didn't agree with the radical liberalism transformation and then leaned to conservertism. Neo-conservatism of the U.S. rose at the age of Reagon and influenced American national policy and international strategy again after short silence with the entry into Whitehouse of George W. Bush. At the same time some neoconservatives controlled the medium of communication of public opinions, which aroused great considerations. The study on Neo-conservatism of the U.S. and its practice helped us to have a more thorough perception of the background, the effects and its impacts, a more concise grasp of the developing trend of U.S., a foreseeing analysis which benefits the harmonious relationship between U.S. and China.On the basis of using the methods of historic materialism and qualitative analysis, and consulting the research results at home and abroad, the essay makes a thorough study on Neo-conservatism of the U.S. and its practice. Taking time sequence as the research axis, the essay explores its background and its three phrases. Selecting several representative fields of its practice in U.S., the essay overally reflected its far-reaching impacts on U.S.Neo-conservatism of the U.S. rose from a deep social cause, which was the unavoidable outcome of the development of Monopoly Capitalism and its deepening contradiction day by day. American neo-conservative thinking was the new synthesis of traditional liberalism and conservatism in the United States after the war, and was the opposite of liberalism. At the same time, due to historical traditions and social situation in the United States, it was also a trend of the traditional conservatism. From infancy to become the scale of the 1980s, the development of Neo-conservatism in the United States went through the late 1960s and the 1970s. Undergoing the emergence and disappearing a few years after the end of the Cold War, it revived glory since the 1990s to the 20th century. After the 1970s to the 1990s, Neo-conservatism gradually developed a theoretical basis and became an important force in the U.S. political arena. After entering the 21st century, neo-conservative thinking in the United States largely controlled the policy formulation and its implementation direction.Neo-conservatism of the U.S. and traditional conservatives were different from other social trends, which embodied in their attention on the philosophical foundation of natural rights and the country's foreign policy and international relations. Neo-conservatism of the U.S. included the main viewpoints of social development, the class structure, social equality, democratic system, and external strategy, creating a more systematic theoretical propositions.As a far-reaching social trends, since the day it was produced Neo-conservatism of the U.S. was put into practice by the neo-conservatives inside and outside the government. In practice the ideas embodied in the major impact on foreign policies of United States and international strategy, and also a profound impact on its policies to China. U.S. neo-conservatives were the practicer of neo-conservative thinking. Their status and influence in the government made its domestic policies, foreign defense, foreign policy toward China deeply mark scars of the neo-conservative. From the Reagan doctrine to a new Reagan Doctrine, it reflected that the neo-conservative ideology still remained a strong mentality of Cold War, revealing the ability of self-regulation and improving capacity of neo-conservative. Changes of the foreign policy from the "Bush Doctrine" to the "new Bush" of new Bush administration was the results of unilateralism under the guidance of the neo-conservatives. However, the ultimate goal, after all, was to build a unipolar world dominated by the United States. After the Cold War the United States has created a series of neo-conservative policy toward China, which became an important factor affecting the development of Sino-U.S. relations.
