From 1897, the public art elective cource of comon universities and colleges has been established for 110 years in our country. By initiating of open policy and overall popularizing of quality education, the public music education of comon universities and colleges in our country are quickly getting in to his favourable stage of fast development. However, as a developing country, the development of the public misic education is still feeling his way; according to the developed countries, there still are some differences in the overall development. Therefore putting the public music education in the more extensive international evironment and refering to the development condition of other countries is a object and effective way which can check , analyse, explore, reform and perfect ourselves. We should properly absorb the advanced and successful experience of other countries, it is no doult a practicable way of quickening our pace of reformation and development. This point of view is a basic guiding ideology and power of my study.In my study I cite the Capital Normal University and Japanese Waseda University which are of typical and representative model and made remarkable achievements in the public music education of common universities and colleges as an instance, and take the course constitution of the two universities for research object, by comparing and analyzing the concrete circumstance of their public music course construction and researching the political, economic and the cultural background and factor which affect their course construction to find out the differences and similarities between the public music education of the two universities. On this foundation, I view the development of the public music education of common universities and colleges from a vaster angle, analyzing their characteristics and problems, and further put forward the better and more perfect personal standpoint. Through my research,I get the basic conclusion and thinking which are list as follow:1. The department which the public music education belong to is not explicit enough, many universities and colleges even not establish the cource. Which department should actually manage and arrange the public music cource, when the first and second class will belong to a united management of the special department are problems need to be defined. The public music cource is not generally recognized . The public music cource is one of the necessary elective courses of comon universities and colleges, it should be of its own characters and paid great attention to , it need to be quickly established in the science and engineering universities and the comon universities and colleges in middle and small cities. Thess contribute to the improvement of whole comprehensive quality of the national university students.2. The proportion, variety and number of the public music cource is quite small.3. The practice of the public music cource is not enough, it should be internationalized and characterized. Combining theories with practice by our own effort which is of important meaning for the improvement of whole comprehensive quality of the national university students. Therefore the public music cource is established in many countries, but in our country it is still not be completely built. We should enhance the management of the public music cource and make a practicable plan, in order to make the public music cource more internationalized and characterized.4. Continue to raise and popularize the layer education, this layer mainly includes the constitution of the foundation lesson and practical course.5. There are not the regular teachers troops of the public music cource.6. There are still some problems about the teaching material of the public music cource.7. The lack of education budget lead to the lack of multi-media teaching implement.The comparison and research of the public music education of Chinese and Japanese comon universities and colleges is in order to draw lessons from the experience of other countries, perfect the public music education of our country and make it got into a new larger sky.
