The Safety Of China's National Culture In The Context Of Globalization And Countermeasures

The concept of National Culture Security was put forward in 1990s by scholar who under the background of development of International Politics and National Security. After that, it was paid more and more attention to both in academic field and society. In 21st century, the rapid development of Economic Globalization speeds up the process of Culture Globalization; Internet popularizes promptly; China joins WTO; America is carrying out its strategy of "Culture Hegemony" throughout the world. These environmental conditions have advantages on promoting China'going further into the international society and exchanging with other countries. But on the other hand, they make Chinese National Culture Security be faced with severe challenges. In order to solve the crisis of the survival and development of Chinese culture, it is up to China to take measures to maintain and develop the positive sides of its culture. It is based on this understanding that the thesis attends to the issue of Chinese National Culture Security.The thesis is divided of four parts:The first part analyzes that Culture Security is a new development of the National Security meanings in Globalization Era. It proposes the culture definition, demonstrates that culture has different influences on international relationship in different historical stages; discusses the historical studying course from the Traditional National Security Ideas which began from the World WarⅡto New National Security Ideas establishing which was caused by new problems of international society; Introduce the basic theory of National Culture Security, including its concept discussion, the analysis of its feature and important strategic role; Finally denotes that the present Chinese National Culture Security means the construction of the Chinese-characterized socialist culture.The second part points out that the problem of Chinese National Culture Security is more outstanding than before under the background of the Globalization. It discusses the Globalization's influence on Chinese National Culture Security mainly from practice point of view. Globalization development is the irreversible tendency of today and it becomes the factor that affects Chinese National Culture Security; a big socialist China is rising abruptly and China is participating in globalization process. Culture Sovereignty problem is the first severe challenge for us to face with; after joining WTO, Chinese Culture Industry is faced with great pressure, so the development of Chinese Culture construction meet with more difficulties; Internet has the feature of instant, concealing and freedom, and our technical network and information possession fall behind others. These add new challenge and greater difficulties to the Chinese National Culture SecurityThe third part expounds challenges that Chinese National Culture Security is now faced with in view of both external factors and internal factors. As far as external world is concerned, American"Culture Hegemony"is the main factor that influences our Culture Security. Including: Western Capitalist Ideology extends to China; American viewpoint of culture value penetrates to Chinese elites and Chinese masses; America is good at using economic means against China. As for the internal factor, three factors are included: Firstly, the innovation of Marxism ideology is not enough and its influence is declining; secondly, the development of Chinese culture have many problems and the development of Chinese Culture Industry falls behind; thirdly, some social problems such as corruption and declining morals enhance the confliction of Culture Security.Finally, the fourth part points out some countermeasures that we should take in order to defend and safeguard our Culture Security. Attention should be given to these aspects. Firstly, make Marxism more popularized by Chinese-characterized it. Secondly, stimulate the innovation of Chinese culture and establish development strategy of Chinese culture. Thirdly, reinforce solid national economy to help to bring about Chinese-characterized Culture Industry system; fourthly, promote the international culture exchange and cooperation and help Chinese culture trend to the world; fifthly, establish Chinese-characterized Culture Security strategic system as soon as possible.In short, Chinese culture plays an important role both in Chinese National Culture Security and Chinese economic development. In 21^st century, a strong and rich China should have flourishing Chinese culture.
