Ever since 1990s, politicians and scholars in the world have committed themselves to the study and practice of soft power. This trend not only indicates the weakening of hard power under new historical background, but also discloses the current primary status of theoretical research on soft power. Chinese scholars have developed the theory and ideas of soft power based on the achievements of western scholars, but still there is a long way to go to establish a mature theoretical system on soft power, so does the study on the relation between soft power, Chinese historical tradition as well as cultural tradition. As a rising state, China is now in an important historical period, facing the problem of peaceful socialization of a rising state which foresees the urgent demand of the uplift of Chinese soft power.This paper adopts in the research the Chinese factor and cultural factor, systematically studies the importance of Chinese traditional political value on establishing and uplifting Chinese soft power. Also this paper focuses on the cultural factors in the international strategy of China while introducing the important philosophical schools and political value with great influence in Chinese history and indicating the theoretical source of real political practice.This paper holds the idea that among the two factors of the general power of states, i.e. hard power and soft power, hard power which includes material factors such as economy, politics and army etc becomes the major symbol which tells directly whether a state is powerful or weak, on the other hand, soft power which includes immaterial factors such as culture, value and diplomatic policies etc, determining the way and effect of hard power's influence.Currently international society has focused on China's rising and there exists major difference between the understanding and judgment on the influence of China's rising in the future. To some degree, this may affect China's international environment as well as China's self-judgment and strategy planning of development. As a rising state, China's development requires peaceful time and space condition, under which the establishing and uplifting of soft power is a must impetus. Chinese traditional political culture is one of the major sources of soft power, therefore China must not only find resource from the real political matters but also the Chinese traditional political culture.
