Learning environment is a kind of new instructional metaphor in the modern education philosophy. The launching of the learning environment is to stimulate learners more proactive, exploring, cooperative and introspective so that it can promote meaningful learning. With the rapid development of IT, the role of the online learning environment is becoming more and more important. In the context of frequent international exchanges and the amounting needs for English learning, the research on how to combine English learning and online environment and how to develop an online environment that is proactive, efficient and comprehensive is of critical realistic significance.Given that situation, this paper emphasizes on applicative and empirical research on the basis of relevant theories. The paper first analyzes and reviews the current research on learning environment, online learning environment and English online learning environment; next it discusses the definition of a learning environment and its components which are context, resource, tool, scaffold and community, and then the survey on the English listening course crafted by S net college through questionnaires and in-depth interviews demonstrates that the major problems are simplified learning mode and the lack of resources, interactions and essential learning support. At last, under the framework of the five components and guided by the Constructivism and Krashen's second foreign language acquisition theory, it designs and develops English online learning environment called My Zone in accordance with the specific situation of the English listening course in S net college. It obtains the common recognition after the implementation and assessment. The author tries to offer advices and suggestions for the design of the current English online learning environment.
